sekizai and django-registration tests failing

Still pretty new to Django. I'm trying to understand how to write django tests and hit the following test failures in other installed apps.

1. Does the sekizai test failure mean that it expects settings to be in the python path? My settings.py file does have TEMPLATE_DEBUG, why isn't setting this picked up in testing?
2. The registration error below means that django-registration isn't compatible with internationalization?
