How can i run system level tests using djangos testing framework

I want to be able to run my system level integration tests using djangos LiveServerTestCase. 

It doesnt make sense to have the tests in the app as it uses more than just the app. 

So my problem is how do i get django to run the tests when they are in the project folder (not the app)?
