Your settings file is not going to help. You're doing to have to dig into the browser's developer tools.

If you don't know how to do that, put the project online somewhere so we can have a look. You do not have to provide a login. We should be able to see what's wrong by just loading the admin login form.

 

Also, Opera for all intents and purposes is Chrome and if Chrome works, it's very likely to be a caching issue.
