I am able to reproduce this issue using Python 3.8.2rc2 released on 17th Feb. As next steps moving to Python 3.7.

Further, this application works very well on local Development Environment using - python manage.py runserver.

Please suggest the next steps to move forward.

 This is fixed and will be released with 3.8.2, per what I've read.  If running 3.8.2 release candidate 2 isn't an option, is downgrading to Python 3.7 an option?
