Hosting on a shared host like Dreamhost or A Small Orange are possibilities, but I wouldn't advise it; if you do decide on that route, I recommend looking into CDN services for distribution at that point.
Why does S3 not suit your purposes? Without knowing your goals, it's a little hard to advise.
