Problem when override admin template whit project name have both capital and small letters

I just found a behavior  not expected, but I'm not sure it by design or a bug.
Let's say we have a Django project named iNOC and a model NewIncident, I need to override some template such as change_form.html /change_list.html  and submit_line.html, if I put this three file in path'iNOC/templates/admin/inoc/newincident'only submit_line.html works, change_form and change_list need be put in path'iNOC/templates/admin/iNOC/newincident' then it will take effect,
Just what to know if this is by design or it's a bug?
And my platform is centos, so it's case sensitive.
