error: 'module' object has no attribute '_handlerList'

i started to get 500 error when loading the site

traceback shows:

AttributeError: 'module' object has no attribute '_handlerList'


last thing i remember doing was installing celery
to make this error disappear i have to  add LOGGING_CONFIG = None  to settings,py

im running Python 2.7.5+, Django 1.6.2

couldn't find any info on how to fix this issue
all i know is, its something to do with logging module

anyone got any advice?
