I totally agree, use bootstrap, google fonts and the color-wheel. You'll have a good looking page to start with. Then extend the layout.

For fonts i usually pick Google font that looks good. If you want to use web safe font go to http://cssfontstack.com/

As for colors, try https://kuler.adobe.com/create/color-wheel/

You can also google something like "20 web designer tools" and you'll get one of those blog posts that lists them all.
