So, you need to use:
<td bgcolor="#FFFFFF" >{{record.ComplaintTime|date:"Y-m-d H:i"}}</td>
instead of:
<td bgcolor="#FFFFFF" >{{record.ComplaintTime|time:"Y-m-d H:i"}}</td>Cheers
